Law prohibits harassment from debt collectors

Dear Consumer Action:

I write in hopes of helping my sister. She and her husband split up last summer, and when he left he took their car, which they had purchased together. He has moved out of state and claims to have traded the car in for another.

However, she is being harassed big-time by a collection agency on behalf of the bank that holds the car loan. She explained the situation to the agency, and provided contact information for her husband. She realizes that having co-signed the loan, she is unlikely to get off the hook for payments. But isn't there a law against a verbally abusive collector screaming his head off at her on a daily basis?
